§ Mr. Neil MartenI assessed the likely effect on other countries of our withdrawal from ICCROM and considered that it would be understood as a facet of the Government's well publicised policy of reducing Government expenditure. No conservation organisations outside the Government were consulted because the decision was concerned with overall financial priorities, and not with an assessment of the quality of the work of the organisation.
