§ Mr. Kenneth ClarkeWhile we would like to go faster, I am glad to say that we shall be able to start all the main programme schemes ready this year and some others. These include all the bypasses in the 1980–81 main programme, five of the reserve list schemes and possibly some from the 1982 programme.
