§ Mr. Kenneth ClarkeWe have today issued a consultation paper setting out our proposals for a two-part driving test for motor cyclists and a copy has been placed in the Library of the House. The proposals are, of course, subject to the enactment of the relevant provisions of the Transport Bill at present before the House.
