§ Mr. MayhewSummary returns show that the total population in custody in England and Wales, including persons in temporary camps and police cells as well as in prison department establishments on 5 January 1981, was approximately 39,500 and on 13 March 1981 was approximately 43,500, an increase of about 4,000.
