§ Mr. SpeedThe planned programme of improvements to the facilities at Diego Garcia island is being carried out, and financed, entirely by the United States Government. Main contracts will be open to bids from United States-United Kingdom joint ventures only. Details of United Kingdom-United States agreements on Diego Garcia are a matter for the Foreign and Commonwealth Office.
