§ Mr. Frank Allaunasked the Lord Privy Seal if Her Majesty's Government define a non-nuclear-weapons State under the non-proliferation treaty as including one which permits nuclear weapons on its territory.
§ Mr. HurdArticle IX.3 of the non-proliferation treaty defines, for the purposes of the treaty, a nuclear weapon State as a State which has manufactured and exploded a nuclear weapon or other nuclear explosive device prior to 1 January 1967. We consider parties to the treaty not falling within this definition to be non-nuclear weapon States, whether or not they permit nuclear weapons on their territory.
