§ Mr. Norman Hoggasked the Secretary of State for Scotland if he will publish in the Official Report his forecast of local authority manpower in respect of administrative, professional and technical staffs for the next five years.
§ Mr. RifkindMy right hon. Friend has made no such forecast. He had made clear his view that the total number of local authority staff must be reduced if our expenditure targets are to be met. It is for authorities themselves to decide what reductions are necessary in the various groups of staff.
