§ Mr. Nicholas EdwardsThe Welsh Development Agency uses its powers under section 15 of the Welsh development Agency Act 1975 to contribute towards the costs of sponsors undertaking environmental improvement projects under the Manpower Services Commission's special programmes. I do not have Ministerial responsibility for the North of England and I cannot elaborate on the answer given by my right hon.
