§ Mr. StanleyThere were estimated to be 5.3 million local authority and new town dwellings in England at the end of the 1979. On the evidence of the 1976 English house condition survey, which is the most recent one, 4.6 per cent. of all dwellings in England were unfit for human habitation in 1976.
