Mr. Pavitt

asked the Secretary of State for Employment if he will now take steps to implement fully the recommendation of the Health and Safety Commission in the report"Framing Noise Legislation" that noise in factories should be limited to 80dBA.

Mr. Waddington

The report"Framing Noise Legislation" prepared by the Industrial Health Advisory Committee's sub-committee on noise recommended a limit of 90dBA over eight hours, or any equivalent exposure.

I understand from the chairman of the Health and Safety Commission that a consultative document containing proposals concerning regulations and a supporting code of practice dealing with protection of hearing at work will be published later this year.

We shall wish to consider proposals for legislation in the light of comments which the Health and Safety Commission receive during the consultative period.
