§ Mr. FowlerPowers to inspect heavy goods vehicles were originally provided in the Road and Rail Traffic Act 1933. Roadside spot checks are undertaken in close co-operation with the police and care is taken to ensure that the check does not create a traffic hazard. The Department's examiners have not carried out spot checks in the roads mentioned.
