asked the Secretary of State for Wales if he will consider introducing legislation to deal with the situation regarding the lack of recourse which a leaseholder has, when, after agreeing the price of his freehold with the ground landlord, that landlord refuses to agree to the transfer of the freehold under the leasehold provisions of the Housing Act 1980.

No; there is already provision for recourse to the county court where a notice of enfranchisement has been served and a price agreed, but the ground landlord refuses to complete the transaction. However if the hon. Member would like to write to me with details of any particular case he may have in mind, I shall see whether I can usefully comment further.
