asked the Secretary of State for Social Services if he is satisfied with the general level of payment which may be made by local authorities for the fostering of children in care; for what reasons he is considering the change in the procedure for regularly updating the scale of allowances; and what effect it is estimated his proposals will have on the tax liability of foster parents.

I refer the hon. Member to my reply to the hon. Member for Stockport, North (Mr. Bennett) on 11 February—[Vol. 998, c.365.] Tax liability is a matter for my right hon. and learned Friend the Chancellor of the Exchequer. I understand that a booklet "Foster Care Allowances and Income Tax" has been issued recently by the National Foster Care Association, after consultation between the association, the local authority associations concerned, and the Inland Revenue.
