§ Mr. Marlowasked the Secretary of State for the Home Department whether he will take action to prevent the European Commission circulating documents to prisoners that Home Office rules do not permit for circulation by United Kingdom sources.
§ Mr. MayhewAs signatories of the European agreement relating to persons participating in proceeding of the European Commission and Court of Human Rights, the Government are bound to deliver, without undue delay or alteration, correspondence from the Commission to petitioners. If any other person wishes to send to a prisoner documents published by the Commission we carefully consider if it is advisable to allow the prisoner to have access to them.
