§ Sir John Biggs-Davisonasked the Lord Privy Seal what control is exercised over the expenditure by the United Nations Organisation and its agencies of United Kingdom contributions thereto, particularly when the purposes of such expenditure are contrary to the declared policy of Her Majesty's Government.
§ Mr. HurdNo one country is in a position to veto the expenditure plans of these organisations. But we constantly seek to influence the purposes to which expenditure is applied, and to monitor the efficiency with which this is done, by taking an active part in all stages of the legislative process of each body, and by regular contacts with secretariats. It is an obligation of membership to pay our contributions as assessed.
