§ Mr. HurdTo succeed, new initiatives would require the support of both the major nuclear weapons States. We strongly support the recent United States initiative to pursue negotiations with the Soviet Union to limit theatre nuclear forces. We shall continue to look out for opportunities to negotiate balanced and verifiable arms control and disarmament agreements.
