§ Mr. MonroThe inspector recommended that, subject to my right hon. Friend's consideration of personal hardship to the applicant, listed building consent be refused. The circumstances of the case were exceptional, and my right hon. Friend came to the conclusion that the merits of the building were not such that he ought, on all the evidence, to refuse consent.
