§ Dr. Summerskillasked the Secretary of State for the Home Department how much of the increase of £22 million for treatment of offenders between 1980–81 and 1983–84 will be allocated to each of the different parts of the penal system, including custodial institutions and non-custodial methods, giving capital and running costs separately in each case.
