§ Mr. Kenneth ClarkeIn our recent consultation paper on cycling, we place great importance on education and training, including the possible revision and extension of the national cycling proficiency scheme. Measures to improve cycling safety generally which are discussed in the paper will also benefit young cyclists. We will of course consider other suggestions in the light of the response to this paper.
