§ Mr. HayhoeThe Civil Service cash limits include a 6 per cent. increase in the provision for pay in 1981–82 and the additional 1 per cent. in the 7 per cent. offer is to be financed by means of offsetting savings in the staff and other administrative costs covered by the relevant cash limits. Individual Ministers are responsible for deciding how to make the necessary savings within their own Departments' cash limits.

§ Mr. Deakinsasked the Minister for the Civil Service, in the light of the breakdown in pay negotiations with Civil Service unions, if she will reconsider her decision not to make an offer which would give a higher percentage increase to civil servants below average earnings and a lower percentage increase to those above.
§ Mr. HayhoeThe Government told the Civil Service unions early on in the negotiations that it was open to them to make representations about the way its offer of a 7 per cent. increase in non-industrial Civil Service pay should be distributed among different groups of staff.
