would reduce the block grant entitlement of London authorities by £57.48 million compared with what it would otherwise have been. The 1981–82 rate support grant settlement would have transferred £107 million away from London by comparison with the base position had authorities kept to the Government's spending assumptions. London has lost a further £116 million of block grant through the operation of the normal block grant mechanisms as a result of its own expenditure decisions.
