Mr. Arthur Lewis

asked the Minister for the Civil Service whether ministerial permission has to be given to paid working civil servants for them to participate in broadcasting entertainment; whether permission was requested and granted to those civil servants participating in the British Broadcasting Corporation radio programme "No, Minister" on Sunday evenings; and whether payment received from these broadcasts is kept by the civil servants concerned or repaid to the Treasury.

Any civil servant who takes part in a broadcast which involves the disclosure of official information or the use of official experience must have prior authority from his Department. Ministerial permission was requested by, and granted to, those civil servants who participated in the "No Minister" series of radio programmes, none of whom has received any payment in respect of the broadcasts.
