Mr. Heddle

asked the Secretary of State for Employment whether his Department abides by section 3 (i) of the National Joint Consultative Committee code of procedure for selective tendering in which are laid down recommended numbers to tender for varying sizes of contract; and if he will make a statement.

The selection, by competitive tender, of contractors for building work on behalf of the Department of Employment group is normally carried out by the Property Services Agency.

The youth opportunities programme exists to help young people who are unemployed with appropriate work experience and training. Some 17,900 young people entered YOP during the 1979–80 period in the West Midlands and 36,760 in the 1980–81 period. In the Wolverhampton local authority district, some 1,930 young people entered the programme in 1979–80 and 2,920 joined in 1980–81.
