asked the Secretary of State for Wales what assumptions have been made by his Department, in drawing up the draft report circulated recently under a covering letter entitled "All Wales Plan for the Mentally Handicapped", concerning the number of persons who should be transferred from institutional care back into the community.

The long-term objective remains that the maximum number of mentally handicapped persons should be enabled to lead a life in the community, but the Department has made no assumptions in the document mentioned about the number of mentally handicapped persons now in institutional care who could be transferred back into the community. There will need to be professional assessment at the local level of each person in order to determine which of the available services would be best suited to his needs.
