asked the Secretary of State for Social Services whether he will introduce legislation to provide interest-free loans from area health authorities to district nurses who find it necessary to purchase a car in order to carry out their duties.

Arrangements for car loans and allowances are a matter for negotiation between NHS staff and management within the General Whitley Council. The agreed mileage allowances include substantial sums for depreciation and loss of interest on capital as contributions toward replacement of the car. Additionally, new employees who use their own car regularly on NHS business are entitled to a loan of £2,750 over five years at 2½ per cent. flat rate of interest. Existing employees may also be granted loans at the Treasury true interest rate.

The allowances paid to nurses who use their own car on duty are negotiated between staff and management within the General Whitley Council. They are based on the AA schedule of motoring costs and are intended to reimburse all the motoring expenses incurred on NHS business. Improved allowances have been agreed from 1 April 1981.
