asked the Minister for the Civil Service how many civil servants are at present in grades which, according to the latest three years' Pay Research Unit figures, were paid 20 per cent. or more below their counterparts in private industry.

[pursuant to his reply, 8 June, c. 27]: Pay Research Unit figures are available for only two of the last three years. These show that about 511,000 non-industrial civil servants are currently in grades which in 1979 were paid at least 20 per cent. below their outside equivalents prior to the pay research settlement. About 96,000 are in grades which were 20 per cent. or more behind the 1980 settlement.
