asked the Lord Privy Seal what are the projects which account for the increase in expenditure on population activities in the bilateral aid programme from £1.5 million in 1980 to £3 million in 1981–82; and to which countries these projects relate.

Mainly:

  1. 1 Orissa family welfare project in India;
  2. 2 United Kingdom contribution to IBRD population project II in Egypt
There are, of course, many other population activities in the programme.

asked the Lord Privy Seal, since May 1979, what new proposals for population projects, in the bilateral aid programmes have been considered; to which countries these proposals relate; how many, and which, of these proposals have been implemented; and what is the estimated cost of those implemented.

The following proposals have been made formally by the Governments concerned:

  1. (i) UK contribution to IBRD second population project; Bangladesh;
  2. (ii) UK contribution to UNFPA primary health care project;, Belize;
  3. (iii) Request for advice on population census; Gibraltar;
  4. (iv) Orissa family welfare project; India;
  5. (v) UK contribution to IBRD second population project; Kenya;
  6. (vi) Request for contraceptive supplies; Pakistan;
  7. (vii) Request for support to National Population Commission; Senegal;
  8. (viii) Request for census adviser; Zimbabwe.

The Orissa project is being implemented over the period 1980–85 at a cost of £10.84 million. The projects in Gibraltar and Zimbabwe will be implemented later this year at a cost of £5,000 to £40,000 respectively.

The following projects have been considered for funding through voluntary agencies and with the exception noted have been or are being implemented:

ODA have agreed 100 per cent. funding of this project from 1 April 1981 and will contribute up to £135,938 over 3 years.
