Mr. Foster

asked the Secretary of State for Employment whether he expects the Manpower Services Commission's youth opportunities programme to fulfil its target of supplying every unemployed school leaver with some kind of training or work experience post by Christmas 1981; and whether he anticipates any shortfall.

Mr. Morrison

It is the intention of the Manpower Services Commission to offer every 1981 school leaver who remained unemployed a suitable place on the youth opportunities programme by Christmas 1981. That is an ambitious target but I know that, with the help of sponsors and the placing agencies, the Manpower Services Commission will make every effort to achieve it.

Mr. Foster

asked the Secretary of State for Employment how many monitors are employed to check the abuse of agreed standards on work experience on employers' premises schemes in the youth opportunities programme; and what will be the estimated number of monitors for the next four years.

On 1 May 1981 there were 1,468 staff in post in the Manpower Services Commission's special programmes area offices. Many of these staff undertake monitoring visits to work experience on employers' premises schemes from time to time, but not exclusively. Future commission staffing levels will depend on the size and scope of special programmes for the unemployed.
