asked the Minister for the Civil Service if the offer which she made to the Civil Service unions of negotiations on pay in 1982 without a predetermined cash limit is an offer limited to the Civil Service or whether it applies to all public service wage negotiations in 1982.

Mr. Hayhoe

The discussions with the Civil Service unions on the arrangements for the 1982 pay negotiations in relation to the Government's procedures for fixing cash limits were concerned solely with the position in the Civil Service.

asked the Minister for the Civil Service if, in view of the widespread disruption of computers operated by civil servants, she will indicate, to the nearest thousand, the numbers of civil servants whose wages have been delayed in consequence.

I estimate that in the region of 30,000 to 40,000 civil servants, largely industrial grades in MOD and MAFF, are having their normal pay delayed because of industrial action at certain payroll computer installations. They are in the main receiving average earnings based on previous records.
