asked the Lord Privy Seal what is the average time taken at present for the issuing of a new passport from the Liverpool passport office.

There is a backlog of some 99,000 applications awaiting processing at Liverpool, the earliest of which has been in the office since mid-March. Applications now being lodged personally and inquiries about those already in the pipeline are being given the priority required by each applicants date of travel. In present circumstances it is impossible to state an average issuing time.
