asked the Secretary of State for Social Services what representations he has received about the circular HC(80)11 regarding fund raising by health authorities.

I have received comments from a number of voluntary groups which have been concerned that NHS fund raising might make it difficult for them to raise money. This is an important matter, but we believe these fears are unnecessary. Fund raising by health authorities is intended to supplement and support the work of voluntary groups—not replace it. This is made clear in the circular HC(80)11. After discussion with the National Council for Voluntary Organisations, we sent a supplementary circular to authorities on 20 May, a copy of which is in the Library of the House.
