§ Mr. John PattenExcept in the case of charters founding new universites or colleges which have to be laid before Parliament under the College Charter Act 1871, it is not the practice to lay drafts of charters before the House. However, in view of the interest expressed in the proposed new charter of the Queen's University of Belfast by hon. Members, I have, after consultation with my noble friend the Lord President of the Council, arranged to deposit the draft charter in the Library.
