asked Her Majesty's Government:

Whether, in view of the long duration and heavy cost of appeals in cases where the Charity Commissioners decline an application for charity status, particularly when the intention on both sides is to resolve an acknowledged doubt, they will consider some new process of determining the legitimacy of such applications.
