§ Mr. Kenneth ClarkeYes. I am satisfied that Birchanger is the most suitable site for a motorway service area on the M11. Outline planning clearance has been given by the local planning authorities under Department of the Environment circular 7/77—development by Government Departments. We will now try to move quickly to commence land acquisition and other necessary procedures. We hope to be able shortly to invite tenders for the development and operation of the site.
