Mr. Austin Mitchell

asked the Minister of Agriculture, Fisheries and Food, further to his reply dated 9 November 1979 to a written question from the hon. Member for Newham, South (Mr. Spearing) concerning the disposal of agricultural surpluses, Official Report, 9 November 1979, columns 359–60, if he will now publish in the Official Report the actual figures for 1980, the forecasts for 1981 and the budgetary assumptions for 1982 together with the quantities currently in Community intervention stores and aided private storage.

The information in respect of tables 1 and 2 of my reply of 9 November 1979 is given below. The information in respect of table 3 is given in the reply to the hon. Member's two questions on the budgetary costs of the guarantee section of the EAGGF.

The following tables analyse EAGGF guarantee section expenditure according to some of its main categories. Subsidised sales in part take the form of internal disposal subsidies and in part occur with public intervention buying. Storage costs relate both to private storage aids and, in part, to public intervention buying:

  2. (b) Conversion rates:
    • 1980: £1 = 1.651418 EUA
    • 1981: £1 = 1.58894 ECU
    • 1982: £1 = 1.911834 ECU
  3. (c) Figures for 1982 exclude amounts included in the reserve in chapter 100.
  4. (d) Public intervention buying includes withdrawals by producer groups for fruit and vegetables and fish. It is not possible to distinguish that part of the cost of public intervention buying and withdrawals that relates to sales below the purchase price.
  5. (e) The storage payments for sugar shown under private storage aids are financed by the industry through a storage levy.
  6. (f) Figures exclude expenditure on fish.
