Responsibility for the implementation of the recommendations rests mainly with the health and social services boards and professional and training organisations in Northern Ireland. Consultations with these bodies are now complete. The boards have given the recommendations a high priority. They appointed special advisory groups to oversee the early implementation of those recommendations without major resource implications and planning for the remainder. Implementation is proceeding as resources permit.
