§ Mr. RifkindI share the view taken by successive Governments that national provision of purpose-built nuclear shelters would not be justified, but I am concerned to ensure that advice is readily available to the public on how best to provide practical protection in their own homes. Guidance on the design and construction of shelters has been issued in the publications "Domestic Nuclear Shelters" and "Domestic Nuclear Shelters—Technical Guidance". Information is not available centrally on the numbers of shelters which have been built or are the subject of planning applications.
