It is for local authorities to determine438W (with the benefit of medical opinions if necessary) the eligibility or otherwise of applicants, in accordance with the criteria laid down in the Disabled Persons (Badge for Motor Vehicles) Regulations 1975. In general terms anyone who suffers from a permanent and substantial disability which causes considerable difficulty in walking or who is blind may be eligible for a badge.
