§ Mr. Peter MorrisonThe manpower Services Commission is empowered by the Employment and Training Act 1973 to exercise functions on my behalf, including the provision of grants to voluntary bodies providing employment for disadvantaged groups. Examples of grants provided include a grant to the Royal National Institute for the Blind for its specialist placing service, grants to voluntary bodies such as Remploy providing sheltered employment for the severely disabled, and the MSC also funds schemes that voluntary bodies run under special employment programmes.
