§ Dr. BoysonNeither overseas students nor ordinary residence are defined in the Education (Mandatory Awards) Regulations. My right hon. and learned Friend is aware of the difficulties which arise in the interpretaion of ordinary residence and is considering whether it might be possible to substitute an alternative criterion, but he is not yet in a position to make a statement.
