asked the Minister for the Civil Service if she will make a statement about the Government's response to the Holdgate review of the Scientific Civil Service.

The Government have today published a detailed response to the many recommendations of the Holdgate review. As the impact of science and technology on the community increases the Government regards the contribution of scientists to policy formation as of particular importance and rightly a central theme of the report. They accept the conclusion of the review in paragraph 8.2 thatthe limiting factor in securing the development sought is likely to be the supply and career development of individuals of outstanding quality; and that this can be improved by using the existing management tools more effectively".

I have arranged for copies of our response to be placed in the Library. I am also sending a copy to the Institution of Professional Civil Servants because of its particular interest in the Review. Copies are available to the public through my Department.
