§ Mr. Alexander FletcherOn 10 April 1980, 10 young people in Dundee who had left school in the 1978–79 academic year had yet to receive an offer of a place on the youth opportunities programme. This represented less than 1 per cent. of the total number of school leavers who entered the programme in Dundee in the financial year 1979–80. On 9 April 1981 no young people in Dundee who had left school in the 1979–80 academic year had yet to receive an offer of a place on the programme.
