§ Mr. MacGregorThe level of industrial activity in the West Midlands region can only be raised through the efforts of management and workforces in the Region to increase productivity and to return industry there to full competitiveness. The Government's role is to help to create the right environment for firms to undertake this task, and our policies are designed to that end.
