§ Sir Keith JosephOutput per man in manufacturing industry, which fell during 1980, improved in the first quarter of 1981, although it is still way below the level of our main international competitors. No Government can directly influence the level of productivity but our strategy is to create the right climate for industry itself to improve its performance and competitiveness.
