asked the Secretary of State for the Environment if, in view of the hardship being experienced by householders because of unforeseen and unforeseeable expenses on water supply pipes outside the curtilage of their houses, he will introduce legislation to ensure that this liability is removed or shared with public undertakings; and if he will make a statement.

The respective responsibilities of water undertakers and householders for water service pipes have been established for many years. Any increase in the water undertakers' responsibilities would have substantial public expenditure implications and no change in the law is in prospect.
