§ Mr. Kenneth ClarkeI am sorry to say that the inspector has recently advised that he does not now expect to be able to submit his report before Christmas as he is also working on his report for another inquiry. Arrangements have been made to ensure that we try to avoid as far as possible in future having an inspector appointed to deal with two public inquiries at the same time and I regret the delay that is being caused to decision making on this scheme.
