§ Mr. Jesselasked the Secretary of State for the Environment if he will provide estimates of the total number of manual and non-manual employees other than teachers employed by local authorities in England and Wales in 1950, 1960, 1970 and 1980; if he will express such figures as percentages of all employed persons; and if he will express the cost of their salaries and wages as percentages of gross national income.

At June 1980 the total number—full-time plus part-time—of manual employees in local authorities in England and Wales was 1,094,799, and the total number of non-manual employees, excluding lecturers and teachers, R as 848,374. These figures are, respectively, 5.5 per cent. and 4.2 per cent. of the total of employees in employment (excludes self employed persons, and Armed Forces) in England and Wales at June 1980. Information is not available on the cost of wages and salaries in a form which can accurately be expressed as a percentage of gross national income.
