§ Mr. YoungerA satisfactory settlement of the common fisheries policy continues to be our central objective. We will seek to make early progress towards that end under our Presidency. Meantime, the economic position of the Scottish fleet is becoming somewhat more stable because of the financial aid we have given to the industry, the general improvement in the tone of the United Kingdom market and the effect of changes in the exchange rate.
