asked the Secretary of State for the Home Department what was the reason for the increase from £4.50 to £17 per annum in the cost of a licence for a VHF radio as used by small boat sailors; and if he will reverse the decision to make this increase.

The decision to increase the licence fees for private users of radio, and the reasons for the increase, was announced on 10 December and the increases took effect from 1 January. As a result, the fee for the ships' licence which includes VHF only installations was increased from £6.40 to £17.50 per annum. The revised fees ensure, in line with normal Government accounting policy, that the full costs of administering a service are met by the beneficiaries of that service and not by other users of radio or the taxpayer. I hope shortly to be meeting representatives of the Royal Yachting Association to discuss the matter further.
