Mr. Pavitt

asked the Secretary of State for Social Services if the letter from the director of the Royal Association for Disability and Rehabilitation which was quoted in the House by the Minister for Social Security on 3 July was a personal letter to the Minister of State or a letter written on behalf of the organisation.

Mr. Rossi

The letter was sent to me, as Minister for the disabled, from Mr. Wilson, as director of the Royal Association for Disability and Rehabilitation, following his visit to the United States. It was not a formal presentation of the views of that organisation but rather an unsolicited tribute to the success that we in the United Kingdom have had so far in marking the international year and a timely reminder that, though we still have much to do in the disabled field, we have, nevertheless, already made substantial progress.
